In order to meet the needs of the work, in accordance with the relevant provisions of the "Regulations on Work Safety Licenses", the Ministry of Emergency Management has decided to issue a work safety license (hereinafter referred to as "the old version of the work safety license") that was put into use by the former State Safety Supervision Bureau in 2004. Adjust the style, redesign and activate the new version of the safety production license, which is applicable to the safety production license of non-coal mines, hazardous chemicals, and fireworks and firecrackers production enterprises. The relevant matters are hereby notified as follows:

1. Adjust the layout size and content. The new version of the safety production license shall be provided with an original and a duplicate. The original size is adjusted to: 297mm(height)×420mm(width); the copy size is adjusted to: 210mm(height)×297mm(width). The copy is issued with a cover, and the size of the copy cover is: 225mm (height) × 310mm (width). The original and the copy shall be printed in accordance with the relevant requirements of the "New Edition of Safety Production License Printing Standards".

Second, increase the QR code function. The new version of the safety production license adds the function of QR code, which can be connected with the electronic license system of various places through scanning. The generation rules of the QR code are implemented in accordance with the "QR code instructions for the new version of the safety production license".

3. Receive and print related materials. The new version of the production safety license is entrusted by the Ministry of Emergency Management to make printing films, watermark patterns, license samples and printing templates, which are distributed free of charge to all provincial emergency management departments (bureaus) for use and provide relevant technical support. The copyright belongs to the Ministry of Emergency Management. all. All provincial emergency management departments (bureaus) will receive (or choose to mail) printing films, watermark paper samples, license samples and printing templates in due course.

Fourth, strengthen printing management. All provincial emergency management departments (bureaus) are in charge of the organization of printing the new version of the production safety license in their respective jurisdictions. It is necessary to determine the printing enterprises in accordance with the relevant regulations and the qualification requirements specified in the "New Edition Safety Production License Printing Standards", strengthen the supervision and management of the printing quality and quantity, and ensure the printing quality and safety.

5. Enable hair change on time. The new version of the safety production license will be activated from March 1, 2020. Those who have applied for it before can continue to use the old version of the safety production license, or apply for a new version of the safety production license. For areas that do not have the conditions for connecting with the electronic license system, the safety production license without QR code loading can be issued first; when the conditions are mature, the safety production license with QR code loading can be renewed.

All provincial emergency management departments (bureaus) should attach great importance to the activation and renewal of the new version of the production safety license, effectively strengthen leadership, and carefully organize to ensure that the new version of the production safety license is activated and renewed on time. The situation and problems arising from the use of the new version of the production safety license shall be reported to the Emergency Management Department in a timely manner.
