In order to better implement the "Notice of the Municipal Human Resources and Social Security Bureau and the Municipal Finance Bureau on Supporting the Vocational Skills Training of Enterprise Employees During the Prevention and Control of the New Coronary Pneumonia" (Jin Renshe Banfa [2020] No. 27), it is now The specific issues related to handling are clarified as follows:

1. Online vocational skills training for enterprise employees

(I) Conditions of application

1. Applicable time limit: applicable to the epidemic prevention and control period (starting from the date of issuance of the document by the Municipal Human Resources and Social Security Bureau, and the termination date will be notified separately according to the city's epidemic prevention and control situation);

2. Enterprise conditions: all kinds of enterprises in the administrative area of the new district;

3. Employee conditions: first-line skilled workers insured in this city (including labor dispatch personnel, declared by the employer).

(II) Training requirements

1. The online vocational skills training shall be declared by the enterprise in a unified manner, and this regulation does not apply to individuals participating in the online training;

2. The online vocational skills training must be related to the main business of the enterprise, which is determined by the enterprise according to the actual needs of production and operation; the content of the course can include general professional quality knowledge such as craftsmanship or safety, and the general professional quality training time does not exceed the total 20% of the class time;

3. Occupations for online skills training are not restricted by the "2019-2020 Catalogue of Occupational Demands and Subsidy Standards in Tianjin's Market Shortages", but must be skilled occupations in the 2015 National Occupation Classification Ceremony or the Municipal People's Society Training package occupations published on the Bureau's website;

4. In principle, the class hours of online skills training should not be less than 40 class hours (each class hour is generally 45 minutes, and no more than 8 class hours per day), and the training content (learning resources) is independently selected by the enterprise;

5. The class is organized according to "occupation (type of work)", and the number of students is unlimited, but it must meet the capacity requirements of the online learning platform;

6. For the formulation of the training plan, in addition to the specific dates specified by the real-time video teaching, other online self-study content must set the training date range;

7. The enterprise must provide the training platform website or related materials; for the content that cannot be accessed through the identity of "tourist", the enterprise should provide an available account, so as to facilitate the human and social department to conduct verification of the authenticity and operability of the learning resources evaluation;

8. Online training subsidy: According to the standard of 600 yuan per person, the enterprise will be given a subsidy for vocational skills training, and each employee can only enjoy it once.

(iii) Training declaration

1. If an enterprise intends to carry out online vocational skills training, it should submit a declaration to the regional competent authority of the location (main business place) before the training starts. The declaration method is as follows:

2. Enterprise application materials include:

⑴Enterprise business license;

⑵Online training plan, the main contents include: platform specification name, platform organizer name, platform website, course name, course duration, course study period, duration proof method, methods and paths that can be logged in and checked, etc.;

⑶ "Enterprise Online Vocational Skills Training Application Review Form" (Appendix 1-Table 1);

⑷ "Enterprise Vocational Skills Training Personnel Roster" (Appendix 1-Table 2);

⑸ "Enterprise Vocational Skills Online Training Plan" (Appendix 1-Table 3);

⑹ "Commitment Letter" (see Annex 3 for reference template).

The above application materials need to be stamped with official seal, and the color electronic scanned copy should be submitted online.

(iv) Training inspection

(1) The enterprise conducts training according to the training plan, manages the training process of employees, records the learning process, and retains relevant supporting materials for online training (including but not limited to pictures, videos or relevant materials issued by third-party platforms, etc.) for future reference.

(2) According to the training plan, the competent departments will conduct random checks on the online learning of individual employees participating in the training through telephone, network, etc., and if 20% of the random check personnel are unqualified, it will be regarded as unqualified for the entire class training. . If the same enterprise fails to pass the random inspection in two shifts, its online subsidy training qualification will be cancelled.

(5) Subsidy application

After the enterprise training is completed, submit the following subsidy application materials to the regional authority:

1. "Enterprise Online Vocational Skills Training Subsidy Application Form" (Appendix 1-Form 4)

2. Staff learning records and relevant supporting materials. Mainly include:

Online learning time, points and other vouchers, screenshots or related data provided by the online learning platform; online check-in and check-out data; screenshots or data of online test scores; videos related to video teaching, etc.

The above application materials need to be stamped with official seal, and the color electronic scanned copy should be submitted online.

2. Work-for-work training carried out by important medical material production enterprises

(I) Conditions of application

2. Enterprise conditions: an important medical material manufacturer recognized by relevant departments;

3. Employee conditions: Newly recruited or transferred front-line employees who insist on production during the epidemic prevention and control period.

(II) Training requirements

1. The training content and training methods are determined by the enterprise according to the needs of the post;

2. Subsidy for substituting work for training: For enterprises that carry out substituting work for training, the enterprise will be given subsidy for training according to the standard of "1,000 yuan per employee per month for a maximum of 3 months".
